This book examines the causes of continuity and change in German foreign policy since unification. It has three main aims. The first is to develop theories of foreign policy, grounded in the major schools of thought in international relations, which seek to predict and explain Germany's foreign policy behaviour.
The second is to test competing predictions, derived from the foreign policy theories, about German foreign policy behaviour since unification in several issue areas.
The third is to assess the much-debated question as to whether post-unification Germany's foreign policy is marked by continuity or change.
The authors spell out three competing theoretical perspectives — neorealism, utilitarian liberalism, and constructivism - and apply them to the case of post-unification German foreign policy behaviour.
In eight empirical case studies they describe key areas of German foreign policy (security, European integration, foreign trade and human rights) and examine the impact of Germany's altered power position, of its domestic societal interests and of international and domestic norms on its foreign policy.
This book will be of interest to undergraduate and postgraduate students of comparative foreign policy, international relations, German politics and German studies.
VOLKER RITTBERGER is Professor of Political Science and International Relations at the University of Tubingen.
